Here are some Programs I've listed that you can sign up for to gain some referrals. I cannot guarantee that you will surely get referrals but you can try and if you succeed, its bread and butter but Even if you don't succeed first time - you got nothing to lose.

Webmasterquest - Its a traffic exchange program with 1:1 ratio. Meaning that for every other site you visit, you'll gain 1 visitor to your own site. Just add your referral URL that you will receive and start earning credits. Again its a 1:1 Ratio meaning for every single site you visit you will have 1 visitor back to your site. So loads of traffic to your referral URL means that if someone like the program, he/she will automatically join under you and become your direct referrals.
